Is this a motor run cap?

Am working on restoring a Pilot PT-1030 B console.  It has a Garrard RC 88 monophonic turntable in it.  When powered on, the TT tried to spin just a little, then quits.  Am guessing the .05uF cap shown in the photo is the culprit.  But the cap also has printed on it +220 ohm.  Is this a motor run cap?  Could I replace it with a .05uF film cap and resistor in series?

Dicky:
You need to have a record on it to drop so that the arm knows it is there, otherwise it will shut off.  I just rebuilt one of these so pm if you need extra help.
