Title: Near Mint Amps from mid 90's need to be recapped? Serviced? Change components?

Greetings to all, I was thinking about tp purchase the Luxman M-08 and C-08, high end from mid 90's, appears to be in Near Mint condition, I know that most vintage amps need to be recapped, serviced, in order to achieve their full potential again... This also applies from gears from late 80's and mid / late 90's?

This are the gears:

Also, if need, what do you think about the service and revision of this gears? (in case that will need), they are complex stuff to work?

I don't know about the complexity of the gear, but suggest a tech familiar with Luxman products to diagnosis and perform any needed service
