Plug Earth - Hitachi Amplifier model HA-5700

I just got a Hitachi Amplifier model HA-5700 from eBay, as I gave it a check over I noticed in the plug that the Earth was cut short and not attached, why would some do this?

I've rewired it and will try the amp today, it was designed to use an earth for safety reasons.

Somebody was probably getting a 60 cycle hum and was too cheap, impatient or lazy to go buy a ground lifter.
