Without a doubt, that is the plan.
There was a PBX system in there with multiple lines running to many rooms which is not needed.
In addition to that, there is 10base2 Thinnet coax and 25pin (I assume printer) cables running all over.

Those were just the boxes/wiring on the inside.  Outside there are at least 8 to 10 phone boxes.  Cool building.  Now if we can just get some of you jackwagons up there to help him move.  ;D

Yeah, I think tearing it out and starting over would be the only solution.  Maybe a few bucks in scrap copper wire.

Looking at the picture and the juvenile job on the phone and IT system, it makes me wonder about the electrical wiring in the joint?

7 66 blocks wtf? Now that is one to save a picture of for the way not to do a phone system. As for the electric I think a 400 amp three phase service will do. The wheels are turning now

There are actually 2 separate electric services feeding the place right now . Tom wants to combine them but maybe he should leave it for cleaner book keeping?

The place needs work that's for sure, however it looks like it's going to be pretty ass. Tons of space, plenty of parking, and trout fishing
