Tom / new shop?

Anyone know if Tom is ever going to open his new shop?  I know he bought a place a couple of years ago and was in the process of getting it ready to open, but never heard anything more.

No.  He sells upgraded/modded equipment from his own inventory, but no longer repairs stuff.  It can be a tough lose-lose business,  I for one empathize.
